Possibly. An x-ray of your hand might be required. Why? Hand bones are used to evaluate how much more growing you have ahead of you.

No, you cannot get tooth implants younger than 18 most people are not finished growing at this age. If they place implants at this age when you are finished growing in your early twenties typically the metal of the implant will be visible. It will look horrendous and you will not be a happy camper. Be patient you have other good options while you become of age for implants.
